WORKER RESCUED FROM A CONFINED SPACE AT SAND ISLAND WASTEWATERTREATMENT PLANT

On July 9, 2024, the Honolulu Fire Department (HFD) received a 911 call at 8:01 a.m. and responded to a confined space rescue at 1350 Sand Island Parkway with 6 units staffed with approximately 26 personnel. The first unit arrived on scene at 8:10 a.m. to find a worker trapped in a confined space.

It was reported that a male worker fell into an open manhole, suffered a traumatic injury and was unable to exit the space on his own. The trapped worker was approximately 15 feet below ground level, in an oxygen-deficient environment, but was conscious and able to communicate with HFD personnel. Rescue and Hazardous Materials (HazMat) personnel conducted atmospheric monitoring to ensure the confined space was not inherently dangerous to life and health. Simultaneously, rescue personnel utilized a rescue tripod and made entry on a self-contained breathing apparatus, or SCBA, to conduct a medical assessment and perform basic life support. The worker was then packaged and raised via rope rescue equipment where medical care was transferred to Emergency Medical Services at 8:32 a.m.

All HFD personnel were accounted for with no reports of injuries.
